Destro's private hell is not his mask

I never quite understood Cobra Commander and Destro's relationship. Does Destro really need Cobra nearly as much as Cobra needs him? Either Destro simply lacks the money and resources that come with the Cobra organization, or CC has some real dirt on him. Destro was always the reasonable one, whereas CC was rash at best and batcrap insane at worst. And sure Destro got to yell at his own commanding officer quite a bit, but he never really did much beyond that. If he took some initiative, he could have led Cobra into the 21st century.

This is why Serpentor never sat well with me, even as a kid. If everyone wanted to mutiny so badly, why not just make Destro the leader? Instead, they go swiping DNA from world conquerors? How is that plan any better than any of the zany schemes CC ever plucked from his syphilitic mind? I rank a worldwide DNA fetch quest right up there with drawing your face on the moon.
